The Department of Finance and Administrative Services is composed of four divisions: Accounting, Assessing, Treasury, and Water & Sewer.

The main functions of this department are the collection of revenues and cash disbursements. All actions are based on the Annual Budget (PDF), which is annually approved by the City Council. The Finance department prepares both the budget and the Comprehensive Annual Financial Report (CAFR) (PDF). The CAFR is a set of financial statements which presents the City's economic position at the end of each fiscal year, which is June 30th. PDF versions of the Annual Budget are available on this website. The CAFR’s are also available on this site in PDF format.

Our budget document has been honored with the GFOA Distinguished Budget Presentation award.

The CAFR has received the GFOA Certificate of Achievement for Excellence in Financial Reporting.

The department also publishes a Financial Report To The Citizens (PAFR). This is distributed each year to each household within the City. Its purpose is to inform the community how tax dollars are being used and to report on any current and pending projects. The PAFR has also been recognized for excellence by the GFOA as a participant in the Popular Annual Financial Reporting (PAFR) Award Program.

Information about the approved mill tax:

In August of 2008 the City voters approved a 1 mill tax to be levied for ten years beginning in 2008. The additional one mill levied will raise approximately $728,000 in 2008, all of which will be used for the purpose of funding personnel, equipment and operations of the Department of Public Safety, including but not limited to paying the costs of employing public safety officers, purchasing police cars and police and fire equipment, and paying any other costs associated with or related to such purpose. This 1 mill will be levied on the winter tax bill in 2008 and the summer tax bill for the remaining nine years.

Votes cast against Ballot Proposal No. 08-01: 1,458

Also on the 2008 winter tax bill is a levy of 0.1 mills for the Detroit Zoo. This levy was approved by voters in August of 2008 and will be levied on the winter tax bill for the next nine years.
